New Iraqi Customs Regulations
New regulation 1: Iraqi customs have mandatory new regulations for imported goods
1. The bill of lading should display the actual name of the goods, and "general goods" as a description of the goods is not accepted. The bill of lading should show the exact goods/merchandise.
2. The consignee and notifying party on the bill of lading should only be the Iraqi party and are not allowed to be foreign parties. The consignee should have a valid import license in Iraq.
3. After berthing vessels at Umm Qasr Port, customs prohibit modifications to the manifest.
New regulation 2: Precautions for enterprises applying for "Certificate of Origin and Consular Certification of Invoices" when exporting goods to Iraq.
1. If the consignee is an Iraqi state-owned oil company, the enterprise needs to submit three types of auxiliary materials, namely a copy of the contract, a certificate of conformity (COC or COI), and an engineering inspection certificate, without the need to submit an import license;
2. If the consignee is an Iraqi state-owned company (non oil), the enterprise needs to submit two types of auxiliary materials, namely a copy of the contract and a certificate of conformity (COC or COI), without the need to submit an import license;
3. If the consignee is a private enterprise (non-state-owned), a certificate of conformity (COC or COI), and an import license, and if the invoice amount exceeds 1 million US dollars, a copy of the contract must be provided separately.

Iran no longer requires a certificate of origin for imported goods
On June 10th, Iran's Economic Forum reported that the First Deputy Prime Minister of Iran, Es'haq Jahangiri, has agreed to a proposal by the Iranian Chamber of Commerce, Industry, Mining, and Agriculture to relax the requirements for certificates of origin for imported goods. Usually, various documents such as proof of origin are required for imported goods before customs clearance, but Iran currently faces economic sanctions, and similar proof documents will be simplified or cancelled.
There are new regulations for exporting to India! Violation of container detention!
The Indian government issued Trade Notice No. 06/2019-2020 on April 16, 2019, requiring importers to provide valid licenses and declare monthly import quantities when importing peas (including yellow peas, green peas, peas, and Kaspar peas). If the regulations are violated, penalties such as container detention may occur!
