The continuous congestion in Chittagong, Bangladesh has not shown any signs of improvement, mainly due to the following reasons:


The Chittagong Port Authority has notified CCT # 01 Port to begin the reconstruction of the dock crane on June 22, 2019, which is expected to take 6 months. During this period, ships without their own ship cranes will not be able to berth at CCT # 01 berth, which will be open for ships with their own ship cranes to berth. Therefore, it is expected that ships without their own ship cranes will face longer waiting times.


In early May, Chittagong was hit by the strongest typhoon since 2013, and the dock was closed for two days. At the same time, coupled with the impact of the long holiday of Ramadan in May and Eid al Fitr in June, the efficiency of port operations is low, and the congestion situation is even more severe.


Two consecutive ship collisions occurred in early and mid June, leading to more severe congestion and longer waiting times for berthing.


In the first ten days of July, Chittagong was hit by a very strong rainstorm, which caused floods and further affected the efficiency of the terminal operation.

Given the above situation, starting from August 15, 2019, Hapag Lloyd will impose a Congestion Surcharge (CGD) on all imported goods destined for the Bejaia port in Algeria. The specific measures are as follows:
