China UAE Customs has officially signed an AEO mutual recognition arrangement, bringing the total number of AEO mutual recognition countries to 41!

The Director of the General Administration of Customs of China, Ni Yuefeng, and the Ministry of State of the United Arab Emirates, Changsha Yeh, have officially signed the "Mutual Recognition Arrangement" between the General Administration of Customs of the People's Republic of China and the Federal Customs Administration of the United Arab Emirates on the mutual recognition of China's customs enterprise credit management system and the "certified operator" system of the United Arab Emirates customs. Authorized Economic Operator, also known as AEO.


According to international practice, customs certify and recognize enterprises with good credit status, legal compliance, and security management. AEO enterprises can enjoy convenient treatment for customs clearance between the two countries, effectively reducing trade costs in ports, insurance, logistics, and other areas, and enhancing international competitiveness.


According to the Mutual Recognition Arrangement, China and the United Arab Emirates customs will directly provide the following 5 facilitation measures for goods from each other's AEO enterprises.


Applicable to lower document review rate


Applicable to lower inspection rates for imported goods


Priority inspection will be given to goods that require physical inspection


Designate a customs liaison officer responsible for communicating and handling issues encountered by project members during customs clearance


Priority clearance after international trade interruption and resumption


At present, there are 41 countries and regions with China Customs AEO international mutual recognition, including Singapore, South Korea, Hong Kong, the European Union, Switzerland, New Zealand, Israel, Australia, Japan, Belarus, Mongolia, Kazakhstan, Uruguay, and the United Arab Emirates. Countries that are promoting the AEO mutual recognition consultation at the important nodes of the "the Belt and Road" include Malaysia, Russia, Türkiye, Jordan, Thailand and Serbia. Strive to complete mutual recognition with all countries along the "the Belt and Road" that have established AEO systems and have a willingness to cooperate with China by 2020.


Brazil, Mexico, Chile, Norway, Iceland and other countries are also in negotiations.
